The meeting was called to order at 10:33 a.m. by Stephanie Maes

Board Updates:

  • Dr. Anian’s term ended in February; he has agreed to stay on the extended board.

 

Executive Secretary Report

Stephanie Maes provided a brief introduction and welcomed the newest members to the Board of Podiatry, Dr. Katherine Lai who works in New York, NY and has been practicing since 1994 and Dr. William Dutch who works in Syracuse, NY and has been practicing since 2000.
 

3. Board Updates

- Dr. Anian's term ended in February; he has agreed to stay on the extended board.

- Public member vacancy: Mary Smith, the previous public member, has moved out of state.

4. Ethics Training

- All members are required to complete live ethics training.

- Four training sessions remain; deadline: September 30.

- Contact staff if the email was misplaced.

5. Legislative Update

- Bill A6693/S4613: Amends education laws and affects ankle surgery privileges.

- Passed the Senate and is now in the Assembly Ways and Means Committee.

- Vote expected before the legislative session ends.


Highlights from Jackie:

- Expanded wound care to include continuity with the ankle (not just the foot).

- Board qualification (not certification) now sufficient for ankle surgery permit.

- Expanded scope to include ankle fusion and total ankle procedures.

- If passed, these changes would be grouped under Advanced Ankle privileges.


Discussion:

- Clarifications made about required case volumes, board qualification timelines, and permit renewals.

- The permit allows performance of surgeries while the individual is board qualified but not yet certified.

- Clarification that board qualification is not indefinite and should be verified regularly (ABFAS dashboard).

6. Next Steps for Legislation

- If passed, the Governor has until Dec 31 to act.

- Governor's office will have 10 days to approve, disapprove, or suggest technical changes.

- NYSED will gather comments from the board to submit with internal technical feedback.

7. Implementation Timeline

- If signed by the Governor end of December 2025, the bill would go into effect around June/July 2026.

8. Old Business

- Scope of Practice – Email Follow-Up: Procedures involving talus fractures are within scope.

- CE Review Process: Transitioning to digital submission; Christina and Noah volunteered to assist.

- Ankle Surgery Statistics: Summary shared; some applications dating back to 2016 were incomplete.

- Regional Data Request: Dr. Bauer requested permit data by region.

9. New Business

- Discriminatory Hospital Practices: Board advised to contact NYSPMA; scope letters may be requested.

- Regulatory Review: Discussion on updating 2012 regulations.

- Committee formed: Drs. Loshigian, Bauer, Simon, and Anian.

10. Executive Session

- No disciplinary actions since last meeting.

- A past matter related to PANN was resolved.

11. Additional Updates

- Jackie requested improved tracking of application status.

- Noted omission of POD in recent state board report; will be corrected in future.

- Reimbursements for travel and ID badges will be processed.
