      1. Section 224 of Education Law requires permission of the Board of Regents for out-of-state schools to operate in New York and allows the Department to refuse to accept correspondence course work for licensure
      2. Interim policy for students in "pipeline" with education programs that are not registered or authorized to operate in New York
      3. Development of procedures for review and approval of out-of-state programs to place interns in New York but each student must be individually evaluated
